Parliament passes Cybercrime and Computer Misuse Bill 2025

JUBA – South Sudan’s National Legislative Assembly has passed the Cybercrime and Computer Misuse Bill 2025 in an extraordinary sitting, adopting all its recommendations.

The bill seeks to address online fraud, unauthorized data transmission and other digital offenses, building on the Cybercrimes and Computer Misuse Provisional Order of 2021.

The bill will now be sent to President Salva Kiir for assent. Lawmakers say the legislation targets rising cases of online fraud, harassment and digital platform misuse, and introduces new rules on electronic communication and cybersecurity.

Civil society groups and human rights defenders have since warned that without proper safeguards, the proposed law could be misused to restrict fundamental freedoms guaranteed under the Transitional Constitution.
