Upper Nile governor suspends Maiwut commissioner

MALAKAL – Upper Nile Governor James Koang Chuol suspended the Commissioner of Maiwut County Ler Jok Thoan effective immediately, in an order dated September 3.

No official reason was provided for the suspension order No. 20/2025 that only cited the governor’s constitutional powers granted to him when he was appointed by President Kiir in March this year. However, it followed allegations that the official spoke to opposition figures.

“I, H.E. Lt. Gen. Koang Chuol Ranley, Governor of Upper Nile State, do hereby issue this Gubernatorial Order for the suspension of Hon. Ler Jock Thoan, commissioner of Maiwut County,” the order reads.

Southern Upper Nile where Maiwut is located – descended into crises since an administrative military deployment into Nasir town in March 2025 – turned into a disagreement which quickly escalated into armed clashes, consequently killing many and displacing tens of thousands of civilians.

Recently, an advocacy group called on the national government to urgently intervene and initiate constructive dialogue with controversial spiritual leader Makuach Tut, to halt his ongoing mission to unleash violence in Upper Nile State.

The Center for Peace and Advocacy (CPA) said in a statement on Monday that the government must intervene to “initiate peaceful and constructive dialogue” with Makuach to prevent further escalation and instability in Upper Nile and Jonglei states.

CPA Executive Director Ter Manyang said he received credible reports that Prophet Makuach has moved from Mogok Payam in Ayod County and is advancing toward Pigi County, with indications of continued movement towards Malakal in Upper Nile State.
